8 hours cooldown check-in. I also slightly updated the conditions where the takeover timer is 15 minutes instead of 5.

As slots are right now, one of the rogue gunboats will have to sit this one out, same for one lawful snub, unless either decide to switch their registrations to balance the odds out.

Slots will be locked in at 17:30 UTC
