The base is under Interspace Commerce ID, making it a lawful Liberty Corp which is green to neutral rep with other Liberty organizations and at least neutral rep with other house's lawful organizations. Liberty unlawful groups will be hostile.
Most other house factions will be neutral. Other house unlawfuls will vary according to their Lore.
Also, you can change the ID of a base to suit your needs within that which is allowed by Liberty Gov't since it's in house space.
