The Rogues are a gathering of Liberty Rogues that realized the rogues had strayed from their earliest roots and the way of life that brought them to prominence to begin with, their spark was reignited by Petra Swanson, who re-established their firm ties with the Outcasts that are the sole reason for their long lasting wealth and survival. Naturally, in true rogue fashion, other packs did not agree with Petra's return to their roots, as there had been long standing tensions between the rogues and Outcasts that led to many a skirmish between them. Now the charge of continuing to grow as a Rogue power has been passed to Hemlocke, who rather than remaining complacent, seeks to maintain and nurture the strong roots that Petra Swanson brought back to bloom, and lead their pack back to the glory days of the Rogues.

They are a terrorist group seeking the expulsion of foreign influence from Liberty through violent and indiscriminate means. They are additionally longstanding enemies of the Junkers and seek to take control of the Cardamine trade, in Liberty, in order to fund their radical revolt. They are also known to viciously compete for stakes in the black market, and are rumored to receive supplies from sympathetic elements in Liberty.
