The Omicrons Legal Codex serves as a means for creating peace and stability in the Edge Worlds region. Core pilots are expected to enforce these down to the individual letter, and those within the Edge Worlds are expected to follow them.
1.0 - Territories of The Core 1.1 The conquest of The Core stretches across the entirety of the Omicrons. For a conclusive list see this document.
2.0 - Crime and Dissent 2.1 Insulting a Core pilot on patrol.
The Core operate in the Edge Worlds to fight for peace and safety of its denizens. That means you should fully respect them at all times. If you insult or harass a Core pilot, then you will be fined. Failure to pay the fine will result in the termination of your vessel.
Fine: 20,000
2.2 Assault.
Ships found attacking another ship(s) in public with/without justification will be punished. Acts of terrorism can be filed under this. If the ships(s) do not respond to Core vessels hailing at them to cease their assault, then they will be engaged and destroyed. Ships found targeting Core personnel will not be fined, but immediately engaged and destroyed.
Fine: Cease and desist, followed by a 40,000 fine.
2.3 Piracy.
Piracy is the act of making a demand of any kind against another vessel with the promise of harm coming to the victim if they do not comply. Any vessel found performing piracy will be engaged and destroyed.
Fine: Death
3.0 - Contraband
The following commodities are considered contraband in Core space. Pilots found with contraband will be fined and asked to drop their cargo. If they refuse, their vessel will be destroyed.
4.2 Military Vessels.
Military vessels and Military Intelligence vessels will be questioned as to why they are in Core space. They will explain themselves immediately, then may be requested to pay a small tax. If they refuse to state the reason for their presence, they will be escorted out. If they refuse, they will be shot.

4.3 Foreign Capitals.
Foreign capital ships in Core space is prohibited. Foreign capitals will be fined, then escorted out of the Omicrons. This does not include Zoner capital ships, as they are colony ships. Capitals belonging to a primary fleet member of a faction must request permission to be in Core space.
The Order Protectorate by itself does not claim to have ownership of neutral systems such as Omicron Delta / Kappa and will not break local faction’s laws unless they are in direct violation with the Order’s own mission and morals. The Order - as an independent entity - has neither agenda nor any form of civil government to impose actual civil laws upon the residents of the Omicrons. We trust and rely instead on the self-determination and common sense of local inhabitants to govern themselves in the way those communities see fit.
The Order Protectorate is the region neighboring the Blood Dragon Shogunate from the galactic north-west, the Maltese Commonwealth from the north, the GMG sovereign space from the west, and the Corsair Empire in the galactic south. It encompasses several stars under full or partial control or influence of The Order. The intention is to safeguard the few civilians out in the lawless Omicron systems.
1.1. Definition of The Order Protectorate
The Order’s Overwatch Protectorate encompasses the following star systems. For specific information concerning entry and visas, please refer to The Order space regulations.

The Governing circle of The Order as a whole, individuals ranked as such are given responsibility in deciding gray areas, exceptions and permissions within confines of established regulations.

Section II. Dissent
2.1 Contraband
Following commodities are restricted due to connotation with hostile organizations and alien forces:

2.2. Trespassing
Access to The Order’s home systems (Omicron Epsilon and Mu) is restricted to all pilots except those permitted as exceptions by The Order Overwatch. This restriction is for the security and safety of the inhabitants of those systems. Violators, depending on the extent of their incursion, may face escort to the nearest exit, be arrested or have their vessel destroyed.
Authorized individuals and organizations are listed separately in the Order’s Protectorate visa program.
2.3. Unauthorized settlements
Modular base construction, without receiving approval from the Order, will be recognized as a hostile act. Any illegal installation will be targeted for immediate destruction. Permission can be acquired from the Order Overwatch on a case-by-case basis, with location, purpose, security measures, and IFF in mind.
Authorized Bases:
⧫ Damascus Research Station - belongs to the Order Overwatch and deployed in Akabat’s orbit

⧫ Athens Stations - belongs to Freeport 11 Outworlders and is controlled by Phoenix
⧫ Delta Mining Corps. - Outworlders Iridium depot, belongs to Phoenix
2.4. Worship of Nomads and other extra-terrestrial beings
Organisations and individuals suspected of serving, worshiping, revering or otherwise glorifying alien entities or their artifacts are widely recognized as a threat to the survival of mankind. Those who follow these ‘heresies’ will be investigated, arrested, or otherwise dealt with.
Mainstream identified cults of noticeable space-borne presence are as following:
⧫ Aoi Iseijin - presumably remnants of the first Nomad War infected agents acting aggressively across the Sirius
⧫ The Commune - the cult of nomad sympathizers well-known due to the wild and aggressive behavior “in name of the Light”
⧫ The Oracles - Cult of Sirius, based in Omicron Alpha
2.5. Quarantine
The star systems bearing the following designations: Omicron Iota, Omicron Psi, and Omicron Major, are under military-enforced quarantine for the safety of the people of Sirius as a whole. Attempts to breach these systems may result in arrest and even outright extermination to prevent the Nomad spread.
Section III. Treason
3.1. Hostile factions
Individuals caught in trade, assistance and/or affiliated to Core PMC and Nomads, will be considered hostile targets and will be eliminated with lethal force by The Order.
3.2. Banned technology
Any ship equipped or carrying technology manufactured by the Core or derived from Nomads will be considered targets of opportunity to destroy by Order operatives. The following vessels and equipment will be confiscated or destroyed on sight:
⧫ Nomad Hybrid equipment (weapons, shields, cloaking devices et cetera)
⧫ APM equipment and ships
⧫ Auxesian equipment and ships
⧫ Nomad adapted weaponry
Worth noting, capital vessels not belonging to hostile organisations are universally accepted, provided the ships remain in approved zones.
3.3. Obstruction of duty
Interrupting Order vessels by following operatives despite being asked to change course, bribery, malicious use of disruptors or obstructing them from doing their mission in any form will be met with lethal force.
3.4. Assault
The assault (inc. piracy) of any non-hostile ship - not in violation of any other directives - will result in summary termination with lethal force by The Order.
3.5. Espionage
Attempts to gather intelligence on aspects of the Order that are classified, for a third party or otherwise, is a categorically illicit action and will result in summary execution. Examples of such actions are using classified information for personal gain or sharing intelligence to our enemies for their benefit.

A. Areas of Applicability
Tau Cluster:
The Independent Miners' Guild maintains installations in most known star systems within the Tau cluster, and as such, these regulations apply to all of Tau space.
Omega Cluster:
The Independent Miners' Guild maintains numerous installations in the Omega systems. This sector of space faces numerous threats from pirates and terrorists alike. In the interests of peaceful and sustainable development, these regulations thus apply to all of Omega space.
Elsewhere:
An exception is noted for the system of Newcastle, in which the laws of the Kingdom of Bretonia take precedence over Guild regulations. In case of conflict, Bretonian law will overrule Guild regulations within Newcastle.
B. Illegal Actions & Contraband
1. Base Construction:
No unauthorized construction is allowed within a 20K radius of any IMG installation without prior permission from the Guild. This prohibition extends to other parts of space which are the property of the entire Guild, namely IMG-owned mining fields and Planet Pecos.
1.1 Modular Station obligations:
All installations in Areas of Applicability must provide docking to all mainline Guild ships (vessels tagged IMG|) and if requested allow inspection. (/shop password.) In special cases, installations may also be required to provide docking access for subgroups of the Guild. Those found in violation of this regulation may have their installations forcibly deconstructed.
1.2 Non-Guild refineries:
Installations using refineries to smelt ore mined from fields in Areas of Applicability must purchase a license from the Guild, priced at 3 000 000 Sirius Credits. The valued allies and partners of the IMG will be given leeway on this requirement on a case-by-case basis. Those found in violation of this regulation may have their installations forcibly deconstructed.
1.3 Guild Defense Contracts:
All installations in Areas of Applicability have the option to purchase protection by Guild ships. The fee will be negotiated starting from a minimum baseline of 3 000 000 Sirius Credits for one month.
2. Mining Permissions:
Only Guildmembers are permitted to mine in the deposits in Taus and the Omegas. Any other vessels and mining operations will be driven away, and their illegally-mined materials confiscated.
3. Enemy transports:
Cargo vessels belonging to organizations declared hostile by the IMG, caught in a system where there is an IMG base, will have their cargo confiscated.
4. Malta Embargo:
No transport or freighter class vessels filled with a significant amount of cargo are allowed to head to Omicron Alpha. The captain will be asked to turn around and sell the goods at an installation owned by or friendly to the Guild.
5. Human Trafficking:
In the past, thousands of slaves were transported to Omicron Alpha every month. As the IMG promotes equality and freedom, such acts are considered crimes against humanity. The Guild is firmly committed to preventing the reestablishment of slavery as an institution in Sirius. Therefore if a slaver is intercepted, they are obliged to free their captives at a Guild base. If this is not possible due to docking restrictions, IMG transports will be dispatched to rescue the slaves.
6. Cardamine:
Cardamine, an extremely addictive drug, is produced on Planet Malta and distributed by the Outcasts. Any vessel transporting any form of cardamine (except in quantities clearly for personal use) will be asked to jettison their cargo. The recovered cargo will be destroyed or returned to an IMG installation for use by rescued slaves who are dependent upon it.
7. Alien materials restriction:
Pilots that have been found with alien materials of any kind in their possession are to comply with inspection. If deemed necessary, Guildmembers are authorized to confiscate these materials, as they may pose a danger to all of humanity. Guild pilots on-scene are authorized and advised to apply their discretion to this regulation, including the dispensation of temporary exemptions.
Repeat offenders against these regulations will be declared enemies of the Guild.

The Rights of Outcasts
1. Outcast Operations in space
1.1 Any Outcast is permitted to engage whatever Sirian at their own discretion.
1.2 Outcasts are prohibited from endangering the lives of other Outcasts.
1.3 It is the duty of the Head Don to oversee the activities of the Outcasts outside of Planet Malta.
1.4 It is the duty of all Outcasts to protect Malta, and any unwelcome visitors should be removed.
1.5 When appropriate Cardamine smugglers are to be protected from interception.
2. Chamber of Dons
2. The Chamber of Dons is an assembly of the Dons of Malta.
2.1 The introduction of a new Don to the Chamber requires recognition from other Dons.
2.2 The Chamber may vote to recognise the new Don, or the Head Don may recognise the Don themselves.
2.3 The Chamber requires at least fifty-percent of the current assembly in session to recognise a new Don.
3. Land & Property
1. Every Don has the right to govern their holdings as they see fit. This includes full authority over people and property.
2. Dons do not have the right to seize the people or property of other Dons.
3. No conflict situation between the Dons should ever impede the flow of Cardamine. In such a circumstance the Chamber of Dons, the Head Don or their representatives may interfere to prevent further loss.
4. Foreign individuals have no rights unless granted an exception by the Head Don or Chamber of Dons.
5. Foreign individuals may only visit Planet Malta with the expressly stated permission of a Don.
6. A single family or cartel cannot own more than 1/3 of the fertile land on Planet Malta.
7. A single family or cartel is prohibited from maintaining a local force that numbers more than twenty-percent of the overall militia under the command of the Dons.
8. Land and local force matters are observed and regulated by the Head Don, the Chamber of Dons and their representatives.
9. All slaves who escaped are to be returned to the owners in accordance with branding marks at their skin.
10. Due to a drop in birthrates, all Outcasts are encouraged to procreate. Dons are encouraged to provide childbearing individuals with all support needed.
4. Slave Ascension
3.1 If the property of Dons procreate, the newborn must undergo genetic testing.
3.2 If through testing it is determined that significant mutation has taken place in the newborn, then the child will be taken from their biological parents to be raised as an Outcast.
3.3 The newborn will from then on be recognised as an Outcast by all.
1.1 Gas Miners Guild (GMG) territorial laws are supreme law within GMG sovereign space.
1.2 GMG sovereign space is defined as a 10k radius around Aomori Station and its adjacent jumpgate, Okinawa, Sigma-13, Sigma- 15, Sigma-17, Sigma-19, Sigma-21 and Sigma-59.
2. Crime
2.1 Piracy is not tolerated in GMG territory. Ships found disrupting trade lanes or idling without valid explanation are immediately suspected of committing piracy.
Ships suspected of committing piracy will be escorted to the nearest exit from GMG space.
Ships proven guilty of committing piracy will be destroyed.
2.2 The following items are considered contraband, and will be confiscated if detected:
Alien materials, not including alien organisms
Artifacts, all formats
Black market munitions
Cardamine, all formats
Human organs
Slaves
2.3 Cargo that is suspected to be bound for Corsair or Outcast space will be turned back, confiscated or destroyed.
2.4 Pilots associated with the following groups are banned from GMG territory, and are subject to termination if caught trespassing:
2.5 Gas fields and uranium deposits in GMG systems may be exploited only by members of the Gas Miners Guild and Kishiro Technologies. Violators of this rule may be destroyed.
2.6 Ships engaging in unauthorised combat in GMG systems will be ordered to cease and desist. Refusal will lead to destruction.
3. Spacecraft Directives
3.1 Pilots and captains of ships, where applicable, must identify themselves on request. Ships may not be flown through Guild space anonymously.
3.2 Foreign police, military and intelligence vessels are barred from entering GMG territory unless:
They are invited by a Guildmember.
There is an existing treaty permitting entry.
3.3 Warships above gunboat class are prohibited from entering GMG space without prior permission from the Guildmaster.
Violators of this rule will be escorted to the nearest exit.
3.4 The ownership and operation of jump drives and survey modules is not permitted without authorisation.
3.5 The building of space stations in GMG territory is prohibited, with offending bases being forcibly deconstructed.
Stations denying access to GMG| vessels will immediately be considered illegitimate constructs.
Ships carrying cargo to or from an illegitimate construct run the risk of being destroyed.
Ships carrying base material must disclose their destination if questioned.
Permitted modular stations are Iejima Station and Mekong Station.
4. Law Enforcement
4.1 GMG pilots reserve the right to fine transgressors as and when necessary. Fines will be levied at the enforcing individual's discretion, with the following optional recommendations:
Illegal cargo: 10,000 credits per 1,000 units.
Unauthorised mining: 50,000.
Unauthorised jump drives and survey modules: 50,000.
Illegal bases: 500,000.
4.2 Ships engaging in non-compliance with GMG directives may be destroyed.
4.3 Bounties may be issued on law breakers that manage to evade punishment.
