Hey there, this type of rp is really cool! I believe something similar is always going on around Sirius, but since we're all mainly warship and trader captains, we don't get to see it in the spotlight.
I believe this type of RP would be even stronger if you contacted the factions mentioned in your reports. At this point, it seems like you're going in solo, and sort of making plausible claims about stuff that's going on. Instead, you could contact factions or their leaders OORP, and try to develop some kind of mini storyline or establish a lore fact.
That way, you yourself have less work to do, because you can just ask a question instead of having to come up with realistic info, and you're involving more people from the community in your rp. Of course, this may require compromise and patience, but I believe the final product will be the better for it.
DOWOP is operating off of reasonable guesses and information that is at best one step removed from public knowledge anyway. Their field agents are out there interacting with people (if it’s a civvie ship running a LSF ID with a corp or Freelancer IFF, it’s probably me) and collating information that can’t be declassified because it’s still sensitive. DOWOP is also sometimes just plain wrong for example, Valhalla Shipyard, the Wild infested nightmare yard blockaded by MND, is assumed to be a fully functional military shipyard under Rheinland control when assessing relative industrial strength of Kusari and allies).
LN and LSF have a notorious inter-service rivalry, any information LN gives is automatically assumed to be suspect and angled towards their admirals ripping money from Congress. They have to automatically couch any testimony LN gives, if LN cooperates at all, in terms of that to protect their slice of the Congressional appropriations pie, especially after the massive beefing up of Zone 21’s security and subsequent lockdown of the Trans-Alaskan Corridor making LSF look ungodly expensive to the civvies in suits.
The announcement in the Lib Forces MD is a (likely soon to be unemployed at minimum, getting an express ticket to Fairbanks if he’s unlucky) bureaucrat jumping the gun, and if it finds its way in front of prying Kusari eyes, may do more harm than good in terms of salvaging diplomatic relations.
Edit: needless to say, I’m a big fan of your events
The Starfliers base of operations are within Inverness, not Galileo.
"Starflier Base" in Galileo is under someone else's control now. You are right in assuming it was ours, because for a time, it was.
Just wanna correct you there before there's any confusion

Nothing changes the end result beyond “only a problem if they shelter KNF”. Considering it’s a POB which is somewhere perpendicular to canon, I’ll file it under “another reasonable, but completely wrong, guess made by the designated thinkers”, which will be corrected about six months after it would have been relevant.
But thanks for letting me know, you won’t get any confusing calls from LSF over abandoned property and unleashed dogs in Galileo.
