If you die to an NPC before a PVP match has begun, you're not.
Also, in general, the new ruleset is riddled with typos and style errors. Someone should really give them a once-over to fix that.

If you had to defend yourself, as a Trade Ship, you are also safe.

QUESTION: I know it isnt actually mentioned in here at all, but since it isnt are we removing the probation punishment entirely from the list of punishments? Can the admins define what exactly probation means somewhere so everyone knows? This means that if for example a RM indy goes to New York with a cruiser and starts talking about declaring war, Rheinland taking over and all that nonsense, since it's outside the RM ZoI, RM can't fr5 this person or do anything about him ingame or oorply, because it's a house military and New York is outside their ZoI. It can cause a real mess.
However if a red hessian indy does the same, because red hessians aren't considered house military, they can enforce a fr5 regardless, go put the individual/group down, etc etc.

QUESTION: To add quite similar problem to what Yber posted (which is problem of inability to make roleplay consequencies for faction indies, or technically even own faction players, for infractions commited outside of faction´s ZOI) - according to current rules, official factions can´t make roleplay consquencies for their indies or even their own faction members for infractions made even in their own House Controlled Space or Outer Regional Space.
