In the implied Rule 0.0: Don't be a dick.

The entire purpose of system wall running is to waste as much of your opponent's time as possible while still ultimately being PvP dead, thus achieving literally nothing. People do it for absolutely no reason other than to spite whoever they're fighting.

Why wouldn't it be against the rules?
